Q1: Must the submitted new game be in a specific format?

A1: The participating company must submit a game to be released in a digital format.

Q2: Must the participating company hold the intellectual property rights of the participating new game?

A2: The participating company must hold the intellectual property rights/legitimate interests of the new game.

Q3: May the submitted new game incorporate elements from libraries or copyrighted materials of previous works or other sources?

A3: To qualify for the Scheme, the new game should adhere to three principles:

  • The new game must be available for market release from 1 September 2019. Its current completion rate must be at least 90%.
  • The participating company must hold the copyright of the new game’s contents.
  • In the development of a new game, participating companies may sometimes use copyrighted materials of previous works (such as characters or their designs). If this is the case for its submitted new game, the participating company should list the related information in the application form. The participating company should also demonstrate the differences between the new and old games to the assessment committee, which will then evaluate the entry. Such differences may include major distinctions and new ideas in game play, game data, game parameter, marketing methods, game ID, naming of the games, and icon cover images etc.

Q4: Must the submitted new game be developed in Hong Kong?

A4: The submitted new game should be developed mainly in Hong Kong.

Q5: May the participating company apply for subsidies for the promotional expenses of Tokyo Game Show 2019?

A5: No. Since the Association has already made arrangements for Tokyo Game Show 2019, the participating company can’t reimburse the cost of Tokyo Game Show 2019 from the programme.

On Subsidy Application and Reimbursement for Expenses

Q6: May the participating company apply for other subsidies from the HKSAR Government or related organisations with the submitted new game?

A6: To avoid double funding, the selected company must sign a confirmation letter to confirm that it will not apply for other subsidies from the HKSAR Government or other related organizations with the submitted new game during the period of the Scheme.

Q7: Regarding participation of Tokyo Game Show 2019, what expenses are to be borne by the participating company?

A7: For each company, subsidies of the Scheme cover exhibition booth rents and construction expenses of Tokyo Game Show 2019, on-site Japanese business translation fees along with the majority of air ticket and hotel charges for two attendees. However, the participating company must bear the costs of booth decoration and other related charges. Also, each of the two representatives attending the exhibition on behalf of their companies must pay HKD 3,000 each to cover a portion of the air ticket and hotel charges.

Q8: May the participating company apply for “The SME Export Marketing Fund (EMF)” of the Trade and Industry Department or other relevant subsidies of the HKSAR Government to cover the costs of Tokyo Game Show 2019 participation?

A8: The participating company shall not apply for other relevant subsidies of the HKSAR Government in parallel to cover the HKD 3,000 fee paid by each of the two representatives attending Tokyo Game Show 2019.

Q9: May the participating company be reimbursed for the salaries of current/new employees responsible for the project?

A9: Salaries of the participating company’s employees must not be paid with subsidy approved by the assessment committee from this project

On Subsidy Disbursement

Q10: How will the Scheme disburse subsidies to selected companies?

A10: First, each selected company must implement the promotional campaign approved by the assessment committee (with a promotional budget of at least HKD 500,000) to promote the new game. Then, the assessment committee shall have three progress meetings with each company during the 6-month promotional period as designated by the Scheme. In the meetings, each company must report to the committee the progress and effectiveness of the agreed game promotional campaign along with its related promotional expenses. Subsidies shall be provided on reimbursement basis in three phases.

  • First meeting: Each company shall submit a report on the effectiveness and related expenses of the promotional campaign along with valid receipts of the expenses. If the committee find the company’s performance satisfactory, the Association shall disburse subsidies according to the Scheme’s subsidy ratio (i.e. 80%). This is capped at 40% of the HKD 400,000 maximum subsidy amount, i.e. HKD 160,000.
  • Second meeting: Each company shall submit a report on the effectiveness and related expenses of the promotional campaign along with valid receipts of the expenses. If the committee find the company’s performance satisfactory, the Association shall disburse subsidies according to the Scheme’s subsidy ratio (i.e. 80%). This is capped at 30% of the HKD 400,000 maximum subsidy amount, i.e. HKD 120,000.
  • Third meeting: Each company shall submit a report on the effectiveness and related expenses of the promotional campaign along with valid receipts of the expenses. If the committee find the company’s performance satisfactory, the Association shall disburse subsidies according to the Scheme’s subsidy ratio (i.e. 80%). This is capped at 30% of the HKD 400,000 maximum subsidy amount, i.e. HKD 120,000. Four top-performing companies shall receive a subsidy of up to HKD 220,000.
